They are step rings... you can get a footing in them.
makes sense after i asked i could see they were right below that compartment over the wheel thanks

It was my belief it is a FDNY facility.

Guaranteed! Twas told to me by one of the 'librarians' whom I see occasionally at various functions. I've been there several time with out of town visitors and am never questioned or stopped at the gate. The only question is "Where can we park?" Phil, Bklyn.
