I think that a case study should be conducted to figure out how they have managed to perform miracles with nothing... not to be confused with doing more with less... tired of that ol addage.

What is the Technical Response Unit for?

My immediate first thought on this rig was that it looks like the Charlie Brown Christmas Tree of Fire Engines. Poor thing.

No.  The apparatus posted have been around for awhile.  I think the pumpers they just ordered from Smeal (10 I think it was) will be the first new fire apparatus in several years if I'm not mistaken.

Not sure, but I believe Chief 7 was using it as a spare.  The Crown Vic was also being used as a spare Chief's vehicle.

The last big"ger" apparatus purchase was the 2008 Pierce Dash Ladders. There have been a few things such as the TAC unit and smaller pieces, otherwise that is all.

Travis- Mill Twp. Fire Dept. Marion, IN.

Did they move it there just to shut people up or are they really using it?

It is not an active apparatus in the fire fighting division.  The new recruit classes might be using it for training.
