It isn't unusual for the chassis and build to have different years. My engine is a 2010 IH chassis but the KME data plate shows it as a 2011.
At my last job we had a 2009 Pierce that avoided some of the 2009 update requirements, because the order was placed just under the wire in Nov/Dec of 2008.
It could have been ordered in late 1990, built on a '91 chassis and completed by Grumman in early '92.

Unlike the automobile industry, where the new year's models can be purchased 3-4 months prior to that year, fire apparatus have been traditionally considered to be determined by the date at which the completed apparatus left the factory. I was once a member of an FD that purchased a 1988 Seagrave rearmount, ordered in 1987, but built on a Ford C-8000 chassis that had been sitting in Clintonville since 1985.
