The sad reality is that most major urban departments that run a tiered response system will see more of these type of calls than that big 3 alarm fire call.
What is nice to see is strength in numbers from responding agencies when dealing with scumbags like this that abuse themselves and the system.

This should be example A we show to kids about drug use. Nice Job Dick. Had a few of these calls myself, never enough hands.
