There might be something pretty obvious that I am missing but I think I possibly have the answer, although I am not totally 100% sure.
West Centerville - Station 38. It went live in August or September 1995 and Kingstowne - Station 37 opened in early 1996 some time, I don't remember the month. Although now that I think of it I remember hearing that Station 31 opened months before Statio 30 not sure each count as build out of order.
