The easiest answer would be, the locomotive you see in the photo was rebuilt from another older locomotive that was already equipped with the snow plow. Obviously Tri rail chose to have it left on. My current issue of Diesel Era magazine features a shot of #817 just released from rebuild. It too is still equipped with the snow plow and the caption says it was a former Southern Rlwy/Norfolk Southern unit. These had the snow plow on them.
