I DON'T THINK BOTH TRUCKS ARE STAFFED. I HAD TO WAIT FOR THE LADDER TO COME BACK FROM A RUN TO GET THE OTHER ONE. THERE IS ALSO FOUR BAYS AROUND THE BACK WITH 2 ENGINES AND AN ATTACK.
