Several years ago in a former administration, some faction in the geographic Golden Triangle business district received permission from the water authority to paint city hydrants and, I believe, trash boxes. The traditional colors for hydrants in DC are green (standard) and white. White indicates hydrants in areas with poor drainage and are not to be used unless necessary.
